摘要:
资源利用上线划定研究对于落实“三线一单”的管控体系要求,服务四川省“三线一单”编制工作,具有重要的理论和现实指导意义。本研究从生态环境质量维护改善、自然资源资产“保值增值”角度,应用资源利用上线划定技术方法,开展自然资源开发利用总量、效率评价,提出水资源、土地资源、能源、其他资源的重点管控区划定模式,形成资源利用上线重点管控区,提出分区管控方案,引导资源合理有序开发利用。研究结果:(1)四川省23个水资源重点管控区,主要分布在成都平原经济区和川南经济区;(2)土地资源重点管控区299个,面积占比31.21%。生态要素重点管控区主要分布于川西北高原、川西南山地和盆周山地; 土地开发利用效率低区主要是由于工业用地容积率Pr<0.5,单位城乡建设用地上的GDP产出低所致,针对土地开发利用重点管控区,应重点加强土地集约节约利用;(3)能源重点管控区353个,主要集中分布于成都平原、川南地区、川东北地区和攀西地区,需进一步优化这些区域的能源结构、减少环境污染;(4)其他自然资源重点管控区4个,主要是由于耕地和森林覆盖率不达标所致。本研究针对不同的管控区提出差异化管控要求,可以为地方政府资源合理有序开发利用提供具体管控依据,为全国其他省市开展“三线一单”资源利用上线划定工作提供技术与方法借鉴。
Abstract:
The research on the upper limit of resource utilization has important theoretical and practical significance in implementing the requirements of the “Three Lines and One List” and serving the “Three Lines and One List” in Sichuan Province, China. For the maintenance and improvement of co-environmental quality, maintenance and appreciation of natural resources, the techniques and methods bout the upper limit of resource utilization were applied to evaluate the natural resources' utilization amount and efficiency. The identification modes about the key control zones of water resources, land resources, energy resources and other natural resources were proposed and the zoning management plans were put forward for guiding the development and utilization of resources orderly. The results showed that:(1)In Sichuan province, there were 23 water resources key control zones and mainly distributed in the Chengdu Plain Economic Zone and South Sichuan Economic Area.(2)There were 299 key land resource control zones account for 31.21% of the total area. The ecological element control zones were mainly distributed in the northwestern Sichuan plateau, the mountainous regions in southwestern Sichuan and around the basin. The areas with low land development and utilization efficiency were mainly due to the industrial land volume ratio(Pr<0.5), and the low GDP output per unit of urban and rural construction land.(3)There were 353 key energy control zones which were mainly distributed in the Chengdu plain, south Sichuan, northeast Sichuan, and Panxi region. It was necessary to optimize regional energy structure and to reduce environmental pollution.(4)There were four other key control zones of natural resources, during to the failure to reach the standard of cultivated land and forest coverage. The thesis proposed differentiated control requirements for different control zones, providing specific control basis for local government to develop the rational and orderly utilization of resources. The technical and methodological guidance could be provided to the upper limit of resource utilization for other provinces in China.
